In Liverpool, a single fireman may respond to an incident quicker on a bike outfitted with some basic tools and tanks of water & foam.
Not every alarm is equal. And as telephoning 999 replaced sidewalk alarm boxes, dispatchers can readily obtain details that let them determine which fires don't require a full brigade... Although they'll be ready with reinforcements should the first responder radio for aid.
