February's bad weather had analysts guessing what the report might show. Surveys indicated business payrolls would likely show another loss. So there was some surprise that the monthly unemployment rate (reported Friday) held steady at January's figure of 9.7 percent.

Some job seekers who continue to find the job market inhospitable have discovered the welcome mat is out at the Peace Corps.
