Oregon's legislature opens February 1st with an unusual power-sharing arrangement. Since the House is evenly split between Democrats and Republicans, members have elected co-speakers.

The agreement is not as strange as it sounds. Since 1984 power sharing has been the outcome in at least one state legislative body in every general election.
